02/01/2025 - Council have responded that there is no planning issue!

The council have responded that there is no planning issue in that -

  • The house appears only be to setup as 3 bed room,
  • The outbuilding is only 2.43m in height at it's lowest point (7cm inside the limit).

The council have not addressed -

  • The purpose of the outbuilding,
  • Why it has two rear windows that overlook gardens on Frogmore Ave,
    • Is this even permitted!
  • The bathroom vent exhausting into number 9 Raynton Close's patio area!

We still fully believe once complete this will be let out with unrelated occupants in the main house and outbuilding, making this an HMO.

Our next steps are -

  • Question the legality of the windows overlooking to the rear,
  • Question the purposes of the outbuilding,
  • Take an independent measurement of the height of the building,
  • Have the council confirm it's not to be used as an independent dwelling,
  • Have the council confirm to the owner that it cannot be used as dwelling,
  • Have the council have building control review the manner in which it's been built.
    • Including all works in the main house as well as the outbuilding,
    • The venting of bathroom foul air into a neighbors property,
    • Ensure that any works to Gas have been signed off,
    • Ensure that any Electrical work has been signed off,
      • This house required a full re-wire as the pervious owner had DIY'd the electrics.
  • File a Freedom of Information (FoI) request for any report made by planning officer who visited.

Why Make A Complaint?

This HMO development is being developed illegally without any planning permissions and features a beds-in-sheds outbuilding that beaches all planning and building regulations.

Between the main house and the outbuilding under construction this HMO could accommodate at least 14 adults based on two adults to each room. Illegal HMOs can easily exceed this with mattresses over every available inch of floor space.

We already have an HMO operating on the corner of Raynton Close (Ref# 32247).

Given the recent stabbing in North Hillington (October 2025) stemming from a fight between residents of a HMO, this development puts the residents and local school children at risk.
